The ADOMS Busan Office is the Antigua & Barbuda flag State office for the Republic of Korea and Japan, with full flag State authority.
Registration and change of flag, certificates, seafarer documentation, Flag State inspections, ISM, ISPS and MLC audits and newbuilding oversight, all issued and carried out from Busan for owners and managers across Korea, Japan and the wider Asia Pacific.
Everything the vessel needs, from one office in Busan
A change of flag is a documentation exercise with a ship attached to it. The new register has to open, the old one has to close, the mortgage has to follow, the crew's documents have to be re-issued and the certificates have to be aboard before she sails. Every one of those steps is handled by the ADOMS Busan Office.
Registration and provisional registration
Provisional registration is issued so the vessel can trade while permanent registration completes. The certificates are issued here in Busan. Nothing is sent to another office and nothing waits on one.
The mortgage follows the ship
Where the vessel is financed, the mortgage is recorded against the new register as part of the transfer. We work to the lender's and the law firm's timetable rather than asking them to work to ours.

Certificate of Competency recognition endorsements, Seafarer's Books and identification documentation for the whole crew, issued by the ADOMS Busan Office for owners, managers and manning agents across the region.
Certificates and inspection, scheduled around the ship
The Flag State inspection and the ISM, ISPS and MLC audits are arranged around the vessel's trading pattern and attended by the Busan office.
