The ADOMS Busan Office
The ADOMS Busan Office is the Antigua & Barbuda flag State office for the Republic of Korea and Japan, with full flag State authority. Thomas Blenk is Deputy Registrar.
The office operates in partnership with the Government of Antigua & Barbuda and the Antigua & Barbuda Department of Marine Services and Merchant Shipping (ADOMS).

Owners and managers in Korea, Japan and across the wider Asia Pacific bring the whole file here. Registration, certificates, crew documents, inspections, audits and newbuilding oversight are all handled by the ADOMS Busan Office.
Registration and change of flag
Full registration and transfer onto the Antigua & Barbuda register, handled end to end from Busan.
Provisional registration
Provisional registration issued so the vessel trades while permanent registration completes.
Trading certificates
Statutory and trading certificates issued from the ADOMS Busan Office.
Mortgage registration
Mortgages recorded against the register with date priority, worked to the lender's and the law firm's timetable.
Seafarer documentation
Certificate of Competency recognition endorsements, Seafarer's Books and seafarer identification, processed in region for owners, managers and manning agents.
Flag State inspections
Annual and intermediate Flag State inspections, scheduled around the vessel's trading pattern and attended in region.
ISM, ISPS and MLC audits
Direct audits carried out by the office, ashore and aboard.
Newbuilding oversight
Oversight through the build cycle at yards in China, South Korea and Japan, including gas carriers and gas fuelled tonnage.
Change of flag to Antigua & Barbuda
A change of flag is a documentation exercise with a ship attached to it. The new register has to open, the old one has to close, the mortgage has to follow, the crew's documents have to be re-issued and the certificates have to be aboard before she sails. Every one of those steps is handled here.
