BUILDERS' RISK · JH143 FRAMEWORK

Shipyard Risk Assessment

Independent yard surveys for builders' risk underwriters, brokers and builders, structured on the Joint Hull Committee JH143 shipyard risk assessment framework.

Surveyed and reported by Thomas Blenk: American Bureau of Shipping, including new construction survey in Korea, then Vice President, North Pacific from Busan, running eight district offices and more than 500 staff, and latterly Corporate Vice President, Global Marine Sectors.

What's Included

  • Yard survey structured on the Joint Hull Committee JH143 shipyard risk assessment framework
  • Fire prevention and hot work control, the exposure that drives builders' risk losses
  • Housekeeping, storage and vessel under construction exposure, berth by berth and shed by shed
  • Quality system, subcontractor control and outfitting quay risk review
  • Ratings and prioritized recommendations an underwriter can price and a yard can act on, including launch, float out and trials movements

How We Engage

  1. 1

Agree scope with the underwriter, broker or yard, and fix the survey dates.

  2. 2

Survey the yard: berths, docks, quays, sheds, systems, records and subcontractor arrangements.

  3. 3

Report with ratings, findings, photographs and prioritized recommendations.

Outcomes

Builders' risk placed on a current survey rather than on last year's assumption.
Yard risk described in the terms underwriters price in, berth by berth.
Recommendations specific enough for the yard to implement and dated so they can be tracked to the next renewal.

We survey and we report. Rating, pricing and conditioning decisions remain with underwriters, and our findings are advisory unless underwriters choose to make them a condition of cover. Our reports are prepared for the party that instructs us and for the purpose stated in the engagement. Reliance by any other party requires our written agreement.
